Gen Chavalit said it is the only solution to the political deadlock.
He and former premier Somchai Wongsawat on Monday issued a statement calling on the government to dissolve the House of Representatives and revoke the emergency decree.
Gen Chavalit, who is the opposition Puea Thai Party chairman, and Mr Somchai, the former brother-in-law of ousted premier Thaksin Shinawatra, said political problems stemmed from the lack of any real democracy and lack of fairness in the country.
"We both agree that problems cannot be solved if a true democracy is not established in Thailand and if double-standards are not eradicated," the statement said.
